The Express report that Arsenal may turn to the 32-year-old Ledesma, who has struggled for game-time this season under Stefano Pioli and has a contract that runs out at the end of the season.
Arsenal coach Arsene Wenger is confident a six-month loan deal can be wrapped up quickly, and may contact Lazio in the coming weeks to thrash out a deal.
Ledesma has only made one start and two substitute appearances for the Lazio this season.
