The 23-year-old has had an odd time so far under Rudi Garcia since his 2013 move from Fiorentina, scoring 14 times in 60 appearances.
SportMediaset report that the Hammers are after the Serbian, following his inability to secure a first team spot with the Giallorossi.
The deal comes after a failed attempt at landing Alessandro Matri from AC Milan but now Slaven Bilic has since turned his attention onto Ljajic.
It is currently unknown what fee Roma accept a deal for their attacking midfielder.
