Rugani, who spent last season on loan at Empoli, has yet to appear for the Bianconeri this season but is valued highly after impressive performances during his time at the Azzurri.
According to the British newspaper the Independent, the Gunners are plotting a €17 million swoop for the 21-year-old as they look to strengthen their defence in a bid to bolster their pursuit of the Premier League title after their recent defeat to Chelsea left them five points adrift of league leaders Manchester City.
Rugani, who has yet to feature for the Italian national side, was a summer transfer target for Napoli coach Maurizio Sarri who worked with the player during his time at Empoli, but the Partenopei have now fallen behind Arsenal in their pursuit of the player.
